Online Sales Collide With Off-Line Tax Questions

It seems like rather than just extending the sales tax to mailorder
companies who provide products to citizens of a state, even though the
firm doesn't have physical assets in the state, we should be looking at
our tax structure and generating a nexus between revenue and budget
outlays.

The above story references a town in Mississippi that generates 55% of
its revenue from sales tax. However, if taxes are seen as mechanisms for
raising money to provide general, public services -- how does the mail
order firm (and citizen) benefit from the tax paid on in this manner?
