It's not a win-win situation, cause the sites with a lot of traffic
drive traffic to smaller sites and get a few visitors back. Link
Exchange is helpful for smaller and newer sites in general, but not
(in most cases) for the big ones.

What we do instead of reciprocal linking is exchanging banners.
Everyone (I suspect) has a lot of unsold inventory and we swap a
certain amount of banners. If we send them in one day and the other
site in one month, who cares? It's fair for both sides. And a banner
due to it's graphical nature, gives you more possibilities than a
simple text link.

If you just want to drive traffic to your site, banner swapping is
possibly the way to go.
