Actually, there are even more problems which could prevent reciprocal
links from being made. If we are serious about the web as a business
platform, we have to accept the rules which apply to business elsewhere.
For example, Frankfurt Airport (whose site I administer) will not set up
links on its site without board approval - being the only provider of a
service for a region or country implies a strict obligation to
neutrality. Allowing installation of airlines ticket sales kiosks in an
airport terminal would give an airline an advantage over its
competitors, and the process accordingly involves the board, CEO and
governmental authorities - and the same of course would be true for
linking to an airline web site allowing similar functionality.
