Yes, it's downright cheating and you're bringing down the
quality of the WWW this way.

In the real world you'd be committing fraud.

I applaud search engines taking measures against sites like these.

People should try to get links because their site has content.
My site does and it now has over 4800 links to it (according
to Altavista).
And I have never exchanged links, so all these links were
laid fully voluntarily.

When you can't get attention by providing contents,
advertise on sites that can. Or offer to mirror a site
with content (in your field) in exchange for links to
your (higher) level in the three. This is why my site
is mirrored for free by most of the commercial sites
out of the 30 or such that mirror it.

By the way: I also don't use descriptive meta-tags...
It always seemed too much work and I also feared
that it would make search engines lazy, ie. perhaps they
wouldn't scan the rest of the page... (But I have never
tried it out...)
