Agreement with Greg here -- and you don't have to dither to do this. You
can create a graphic using the 216-safe colors -- then use HVS or a similar
plug in to save as "exact" pallette ... reducing file size and maintaining
cross-platform compatability.

If you chose not to use the 216-safe colors for "flat" (ie, line) art --
then at least look at them on different platforms to see what kind of
damage you're doing. I've seen some really "off" colors when not-browser
safe (mac v. windows -- x-windows is an entirely different kettle of fish).
