All three numbers can be accurate counts but less than true values. I
would expect the counter number to be higher than the log number. A
major problem that we have experienced comes from cached data.

If the measured object is coming from cache, it may not be incremented
on the counter. We deliver GIFs and process the clicks with a CGI which
should be counted every time. Depending on your counter and your
server, you may not register the count unless you force the a cgi to run
and exclude the page from being displayed from cache. Also if your
server cannot deliver the user to the site, the click through company
will still count the click. We cannot tell if the user actually made it
to your site. Once we send them there, We are no longer tracking them.
( if they hit the back button and click on the ad again we track that
the same ip hit the same ad from the same page in a short period of time
and do not count the click). As more people bookmark your page and come
to it without clicking on the ad, the numbers from your logs should be
greater than the numbers from the advertising site. You need to go to
your server logs to find the referrer site.

(Although BannerPromo.com offers clickthrough programs starting under
$100 and detailed realtime reporting the above numbers did not come from
BannerPromo.com)
