Is it my imagination, or are average clickthrough rates declining across
the board. Does anyone have any information regarding average clickthrough
rates by industry? I am particularly interested in averages for high-tech
products.

I would assume that average rates would vary by industry/product category.
For example, my bet is that entertainment ads such as movie banners get
higher clickthroughs than high-tech products.
