ONLINE-ADS>> Why not rich media?

I am trying to get a better understanding why more companies aren't
doing rich media advertising - things like interstitials, video, audio,
Shockwave, Flash, Java, etc...

Is it:
- Development cost ($ or time)?
- Lack of sites to accept rich media?
- Complicated logistics to implementation?
- Difficult to buy?
- Cost?
- Lack of ROI data to validate the media?

Please give me some insight - if you've tried it, how it worked, why you
tried it, why you haven't, etc.

Thanks,
Leader of the Do Tank
