Observation: Historically, the biggest expense for site
owners is in the development and content creation. This
may be one of the major contributing factors to the lack of success
of the majority of sites built, (in terms of meeting expected and
hoped-for outcomes). Although I am tired of hearing "build it and they
will come" comments, too often this is the thought process of the
people and firms behind a Web project. As you know, there is a multitude
of components and factors leading to a successful outcome for a business
seeking a Web presence. These include design, technical functionality,
legacy system integration, people and financial resources, a plan and
goal to mention just a few. If someone builds the most content-rich,
easy-to-use, comprehensive Web site in the world but no one knows it
exists, who is nuts? In this case, content would be the greatest expense
since it will yeild little, if any return.

My contention is to invest in marketing AND have a good product,
(content) to market. If you must favor one over another, favor spending
more on marketing and getting traffic. For example see AOL.com.
