I know at least that Netscape can already do this--just right click on
the banner and in the menu, there is an "Add bookmark" command.
Presto--you've made a bookmark.

Of course, unless the banner uses cookies, there may be a certain
problem with the bookmark expiring.

There are many ways to do this--however, is the point of adding a
bookmark so that you do not have to do a server request at all? If so,
then the above is about the only way. If a single server request is
acceptable, then we could rig this up quite easily in various ways.

But would it really be necessary? One can just click on the banner,
once the page begins to download, add a bookmark, then hit the back
button.
