ONLINE-ADS>> Percent of visitors rejecting cookies

In a review of an _at_d:Tech session on CONSTANT vs. CHANGE from Patrick
Coyle, Richard quoted:

>Well, up to 30 percent of users will not accept
>cookies; which outside of assigning a username and password
>is one of the best ways to uniquely identify a user.

Thirty percent struck me as being out of bounds with my
experience, so I took a look at some log reports for our
sites. During April on one of our web sites, we logged
360,088 sessions, of which 308,228 (85%) came from
individuals that we could identify had cookies turned on
with 100% certainty -- because they accessed 2 or more pages
using the same cookie.

Of the remaining 15%, we estimated from our logs that
approximately 6% was due to site visitors that did not
accept cookies, while 9% was due to individuals that just
visited a single page on the site over the course of the
month and for which we therefore did not confirm that they
had accepted our cookie.

While there are a lot of variables and some estimation in
these numbers, I doubt the margin of error is more than 50%
-- in other words, I'd feel comfortable in saying that in
general the number of users that will not accept cookies is
under about 10% for the net as a whole. Does anyone see
different results from looking at their logs?
