Rather than using ping I wonder if it is possible to time the difference
between the user asking for 'index.html' and the first request for an image
file in that page. Eg. if it is within 1 second you could send back the
heavy version, otherwise send back the light version.

It probably requires a server extension, but might be worth it for a big
site to keep the user happier.
