In fact it is naive, not becuase they cant do it due to servers etc but
because they only register domain names, ie, grey.net and not fully
qualified domian names, ie, www.grey.net (the www is a machine name)

So, InterNIC knows that a name 'is on the books', they do not know at that
point
that:

1, the name is even in use
2, all the machine names under that domain
3, if the name is alias to another name/server

Sure, these are all doable, nslookup is your friend, however, I dont know
if InterNIC is the right compnay even if the idea has merit.
