Molly, I wish I had the time to do your question justice.
(on a deadline at the moment)
(and on to the next project after that)

If anyone out there is willing to fund such a research project let me know.

It would be a full-time job for a two person team
to go back and sift through those that worked (payed)
and those that didn't (not worth it).

Clearly:
It depends on the client, their offering, and their objectives.
and, their industry as related to the suitability of the Internet culture.

Another point to make is:
It is not typically something 'anyone can do.'
Do-it-yourselfers are at tremendous disadvantage.
It reminds me of when I tried to overhaul my Fiat engine
(what a mistake that was)
I took it to a mechanic.

Please let me cut to the chaste.

Optimization is specialized.
It requires specialized tools and knowledge.
It typically costs $1.50 up to $5.00 per visitor.
Those who spend $2.00 per visitor for banner campaigns would benefit in
testing optimization.
Do-it-yourselfers will likely not succeed very often.
It is very focused work which is dynamically changing every day.
It requires constant daily attention.
It is NOT for everyone, yet....everyone thinks they want it.

Real quick - I've gotta go:

We have clients reporting $5 to $15 return per visitor
We have clients reporting optimization campaign pays for itself
We have clients reporting they want more, much more
We have clients who leave and discovered it does not work for them
We have clients who complain about price
We have clients who would pay 3X the price because they receive very high
value

There is no way to simply say:
Optimization is justified.
Optimization is not justified.

It depends on the circumstances.
It is a tool when properly used creates revenue.
It is NOT a tool when used creates revenue.

Optimization studies indicate that visitors dig 6-7 pages deep
I've heard banner studies indicate visitors dig 2-3 pages deep
