Wouldn't a relatively simple spreadsheet-type historical analysis give
you enough information to estimate shortfalls? With the number of
different ads you've got running, the individual errors should even out.
You would at least have a line on your total budget.

Start with ads sold as independant variable & ads served (or whatever --
that's another thread :-) as the dependant variable. With enough
historical data you'll eventually be able to pick out the various ad
servers/methods as additional independant variables. What the heck, you
might even find some significant seasonal variations as well. Any
comments from the statisticians in the List?
