There is one that I know of, (http://www.ezineadsource.com).
They charge a membership fee of about $40 to view the
listings. I joined and was a bit disappointed to find they
only had about 200 mailing lists, but the format is good and
I do think they have the right idea. Maybe some of the list
members here could add their mailing lists to the directory?
I think it's that part's free.

p.s. I've found that paid (text) listings at the search engine
(http://go2.com) are very effective low cost advertisements. They
charge on a pay per click basis.
