I have heard a few complaints about ValueClick terminating
accounts unnecessarily or without reason (but not from
reliable or known sources). Your best bet would be sticking
to your guns, finding out why they believe the clicks were
obtained illegally (you might even want to try giving them a
call, their phone number should be posted on their site).

In the mean time, you should try Safe Audit. Leo, who
participates on this list, does not remove host sites for
any reason, including fraud, copyright infringment, warez,
adult content, etc -- not to say you have these, but a legit
site should definitely not get suspended. You also stand a
fairly good chance (90-95%) of getting your payment check.
