Reaching Small Business

I'm ramping up "The Most Technologically Backwards Small
Business Contest" and would appreciate your advise (directly
to me or to this list) on online advertising what would be
your recommendations to reach small business.

1. I know the Radio and Mag options (Inc. Mag, Small
Business Computing and Communications and etc).

2. However, what about online options, do low tech or no
tech small biz's go on the 'net at all.

3. Would tech small biz, pass the info to their low tech
colleauges - kind of like digital > analog, instead of
analog > digital

4. Should I try banner ads, email lists or a mix.

5. I guess you'll ask the budget..right now I don't know,
but under $5,000.

6. Personally, I want to advertise very surgically.
