Actually, the Fast Forward group (http://www.fastinfo.org)
has already offered such a Clue, although obviously IBM
didn't implement it correctly.

Their new standard for Web banners is a 5 second download,
with servers adapting that to the speed of the incoming
connection. In other words, an ADSL subscriber might not
mind that 140K ad, but a good Web server would never send it
to a modem-based user.

A bigger problem is the Internet itself. I have an ADSL
modem, rated at 1.5 Mbps, but if you think I'm getting 1.5
Mbps you need to ask Starbucks for the decaf. Most
"broadband" users are actually lucky to getr 40Kbps
throughput from most sites.

Fix that, and big multimedia ads make sense. Until then....
