I think any centralized approach like a Dewey Decimal Number
system will fail due to the sheer volume of work. However,
we do have another real-world paradigm that could work; The
Notary Public.
Here's the idea: Start a private organization like the
InterNIC. Allow (almost) anyone to register as a Web Notary
for a fee. In doing so they agree to certain terms and
guidelines. A registered Web Notary is able to enter
keywords or synopses about web sites into a central
database.
Web Notarys may charge any fee they want to create entries
for companys or other entities. Let the market determine
the typical rate.
They could also enter adult-content or other ratings into
the database.
If a notary is found to be creating misleading or spam
entries, they must fix it immediately or all of the sites
they've entered will be removed from the database (and they
may be liable for contractual damages).
Access to the database could be sold to search engines. Or,
it could be the basis of a portal site. In fact, if
popularized, this could quickly solve Yahoo's backlog
problem.
