I can think of one site that seems to be prospering by
implementing more or less the same idea: www.go2orlando.com

Type in Orlando in most of the major s/e and you will find a
banner for go2orlando. There is plenty of "there" there
about Orlando when you get there. They have definitely made
the investment in content.

So, I would suggest you can make this work if you have the
content (i.e. there has to be an informational payoff). Go2
charges more for ads on their sites than they are paying
(presumably). But even if not, leverage will come from
visitors who, having been harvested from the search engines,
come to the go2 site more than once.

go2orlando is the successor to Destination Florida, which,
starting in 1995, used the same model and did well -- until
the competing newspapers who were partners had a falling
out.
