I think that you'll find Perl scripts lose reliability at
40,000 impressions per day although WebAdverts has a
particularly bad reputation (it has actually been banned by
some ISPs) so you can probably expect to have problems
before that point. Unless you want to spend more money than
you need to, I recommend CentralAd
(http://www.centralad.com/). It is THE package that
medium-sized site are using. While the author of the
program has doubled the price with the most recent release,
it is still very competitive.
Before you decide that you want to host your own ads, you
should also check out DoubleClick's Dart program. They
handle everything for a fee. You may also want to look at
AdJuggler although it is double the price of CentralAd with
similar features.
Whichever solution you choose, you'll probably find that
your pages load twice as fast.
