Mixed mode payment and Affiliate revenues

Safe-Audit was the first banner network that introduced pay
per action and right from the beginning, two years ago, we
offered mixed mode payment as you are suggesting. We still
can do that now, however our experience has not been too
good. Because Safe operates as a market, our member hosts
choose what campaign they wish to carry. If we offer say
$1CPM plus 5 cents per click then all the members see and
count on is $1CPM. If another campaign offers $2 CPM they go
for that and ignore the other even if in total it could
earn more. Same goes for $1CPM and $1 per registration. So
now it is very rare that we offer mixed mode payment. It
just doesn't seem to work.
