Have you looked at SmartAge? They have a raft of services
for small businesses, including a big banner exchange
network of their own, a la LinkExchange. I recently noticed,
however, that they have also started to offer their banner
exchange platform for other customers, including
theglobe.com, as a private label solution. I don't think
they licence the software outright, but rather they run it
as a privately branded (e.g., OttawaStart) service that they
host and manage on clients' behalf.
