Brian,

There are plenty of opt-in list vendors out there who will
e-mail your promotion on your behalf (but they won't
release the actual addresses to you, if that's what you
mean by your statement that you "haven't found a company
that will allow me to purchase their email list." The big
guys are YesMail, ConsumerNet. Postmaster Direct, and
DeliverE. They each have millions of e-mail addresses and
you can select things like demographics, category of
interest, etc. And, yes, most of them will allow you to
send in "full-color" (HTML) but not all of their e-mail
addresses are HTML-capable so you may have to do a split
between HTML and text-only.
