Bulk email is not a useful advertising or promotional
technique. It makes money only for those scam artists who
are selling bulk email software or mailing lists.

Furthermore, it degrades the performance of the entire
internet and so harms all who depend on the network for work
or pleasure.

http://spam.abuse.net/ is a good place to start learning
about the problem.
