For the most part no. And that's why I say be extremely
weary of companies that promise 'top' rankings. I've
talked with a few and almost all of them use a package of
software (that I will not name) that will build a page
stealing keywords off of the top listings in search engines.

For example, say you wanted premium placement for "free
downloads".

This software would go out to a search engine, say, Alta
Vista, and find the top few sites for Free Downloads. It
would visit them, take their keywords, and some of their
page content, mesh it all together, then submit it to the
index.

The software can be effective (I've seen my competitors use
it), but it's copyright infringement, and even if it's not,
it's plain out wrong.

There are people that will build you effective pages based
on keywords you ask, but there is no way they can guarantee
you specific placement. Search engines are picky.

You might want to look into buying a "RealName" -- these
wonderful little diddys can get you nice placement at a low
price, legitimately. Allan Gardyne, of
