I don't know if *everybody* hates popups (but it seems like
everyone likes to complain about them) -- on my site,
SiteGadgets.com, I host free message boards, guestbooks,
etc. Users get their choice of banner ads or popups
(defaulting to banner ads, a user must go out of their way
to choose pop-ups). Out of the 1,500 or so that signed up
in the past month and that have used their account, a little
over 10% have opted to use popups, and I'd guess another 10%
don't see / understand the popup choice.

What does this mean? It means some people do like popups.
Because they started off on the wrong foot (Geocities
inserting them into member pages without warning or choice,
or at least this is where MOST people saw them first),
people started bashing and just never felt like stopping.
Popups have very nice positives -- gives you better control
of your design, doesn't waste space on the main page... and
a 25% higher response rate than the same banners on-the-page
(with virtually the same click-to-signup ratio, so it's not
people 'accidentally clicking on the banner trying to close
the popup').
