I ran a similar search earlier this year and got over a
score of responses but they were almost all greedy
opportunists who offered to do the media buying for a 15%
commission.

The single exception I recall is Western Media, and I'd
recommend that you drop by their site:

They are in fact an honest-to-god media buying service and
have what looks like a very good online program,

ASIDE: I've recommended them several times, but haven't
actually used them myself. After a test run, we decided
that the Web ROI simply wasn't there for our high tech
client.
