This is a cinch. They send a (snail mail or fax)
mailing to every Chamber of Commerce in Florida, every
SBA or SBDC office and every other business
organization they know of. This will cost a few hundred
dollars. The mailing describes the issues involved and
asks for help in soliciting feedback from small
Internet businesses. Furthermore, these organizations
may decide to issue an e-mail broadcast on the issue
to their own members. This is not spam, and there is
no need for a mass e-mailing to perfect strangers to
accomplish the result you stated.
