The statement above is missing a key point.

DO NOT re-submit blindly each month,
"whether they need it or not"

You must first 'look for your URL in the database.'

If NOT found, then you should re-submit.
If found, leave it alone and DO NOT re-submit.

You can do this procedure weekly or monthly:
As long as you first verify you are NOT
in the database before re-submitting.

The reason for this axiom is rather obvious.

1) If you were one of the chosen few who happen to
have a 'Page One listing' and you
Re-Submit............... It can be the kiss of death
to your highly ranked listing. The engine, in its
wisdom, will re-index the page and you will more often
than not, loose your good position.

2) A page (URL) which is already in the database will
not improve its ranking by re-submitting. The code on
the page must be modified to improve ranking.

ALWAYS verify your URL is NOT in the engines database
BEFORE you decide to re-submit any URL.
