Links vs Content?

I'm curious what advertisers' think about sites that
are primarily links to content on particular subjects
vs sites with the content that such sites link to.
Which type of site has more value to the advertiser?
And what is the value of ads (what the going rate
would be) on a site that's a list of links to content
on a particular subject area vs the value of ads on the
content site.
