I take it you are referring to your META tags here.
First do a little reverse engineering. Search under the
keyword phrase you want to be found under in the search
engine you are targeting, (best to start with
AltaVista). Look at the source code of the top ten and
make a list of their META keywords (a great way of
finding keywords you haven't already thought of) and
note the length/frequency as well. WebPosition Gold's
Page Critic will help you 'adjust' your page to emulate
what currently works but you will learn a great deal
from seeing the raw HTML. Also if you start off with a
good relevant page you will have less work to do in
Page Critic.

Next note the length of the top page Titles (one of
*the* most important factors in gaining a high
ranking). When you design your title make sure you lead
with your keyword phrase. Keep to the same number of
words as the top 3-5 Web sites.

Repeat your keyword phrase in your META Description
tag.

Yes! But don't go to far. Place your keyword phrase
(always target a phrase rather than a single word) as a
heading at the top of your page. Then salt your body
text with your phrase placing them in the upper portion
of your page (to increase your relevancy) up to about 6
times.

Also include your phrase in your ALT description tags
and page link descriptions. This should give you a good
start. Now run your page through Page Critic using the
top five to ten pages for comparison. Then follow Page
Critics advice.

This is exactly what you *must* do and certainly is not
spamming. The more keywords you target the more
visitors you will receive. Look at each page as a
separate window of your store front. You wouldn't dress
each window the same so devote each page to a separate
product line. The more windows you have the more you
will be noticed. This is what doorway pages are all
about, creating lots of virtual windows designed to be
seen by different, but related audiences.
