How can I increase the level of paid advertisers.

Hello,

I am in the final stages of creating a "community"
based web site. It will include links to approx. 2000
web sites found in a particular area of the country.
My question is this. The initial listings are free, and
I want to offer the web site owners the opportunity to
"upgrade" their visibility within their sites given
category or area of interest. How do I go about doing
this? Would it be best to announce the site to the
potential buyers along with the different levels of
advertising costs? Thank you for any input on this
matter.
