Tim-

Most banner networks offering geo-targeted banner ads,
but I've never heard of geo-targeting via e-mail. I
know 24/7 offers some e-mail services, and I think
Flycast does too. Check with them and then you might
want to contact some e-mail brokerage firms.

If anyone else has any information on this, I'd be very
intersested as well.
