Setting Up Tiered Affiliate Program

Hi,

My first post. I own a small company and am looking to
set up a tiered affiliate program. Basically, visitors
will come in to our site and will have options for how
to do business with us. One, call, two, sign up for a
free membership with name and e-mail address that gets
them certain benefits, and three, a paid membership
that gets them even greater benefits. I then would like
to pay affiliates by clicks, then more if the visitor
sign up for a free membership and they earn the most
for a paid membership. I am not a technical person so
I am not sure if this can be done with exsisting
software or would this be something that needs to be
custom designed. I also would be interested in any
leads to professionals that can assist us in this
process.
