Is Press Release spamming?

Hi!

I will launch an innovative site on January and I will
write a press release to promote it. I already got like
30 URLs of the most important neswspapers in my region,
so I can send the press release by email. Is this
considered as spamming?

I know there are agencies that can do this for me, but
I want to save some money. Any other suggestions?
